Director of Legislative and Community Affairs

This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service. Reporting directly to The Adjutant General, Chief of Staff (State) or other appropriate Executive Staff, the Director of Legislative and Community Affairs will provide legislative advisory services, tracking legislation impacting the agency and coordinate other legislative and intergovernmental initiatives as assigned. The incumbent will assist in the orderly and consistent gathering and dissemination of information to support legislative advisory services, working closely with other senior joint staff members. The incumbent will also coordinate all activities related to the development and passage of the Division's State and Federal legislative initiatives and serve as primary point of contact with State and Federal legislative members and staff. The incumbent also supervises and has under his/her jurisdiction, the New York State Military Museum and Veterans Research Center, the Military History Program, the Veterans Oral History Program, the guard HELP Program, the NYS Awards Program and the New York State Military Honor Guard Program. The position performs responsibilities in accordance with all current and amended, DMNA policies and procedures, federal and state statutes, and where applicable, the contract bargaining agreement and requirements of the National Guard Bureau (NGB), specifically the Master Cooperative Agreement (MCA) and supporting regulations. The position may report to state and/or federal supervisory personnel. This position is management/ confidential and is not covered under labor contract provisions within the DMNA. The duties and responsibilities of this position include but are not limited to the following:
Assists in the development of the Division's Legislative Program. o Confers with Division officials and program managers to solicit proposals enhancing Division programs and operating efficiency, which may ultimately require legislative action. o Confers with line and staff personnel to identify the impact of proposals on Division operations. o Develops analysis, highlighting benefits, weakness, contradictions, and the impact of proposals on Division operations. o Assists in drafting recommendations on the appropriate disposition of proposals. o Recommends changes in draft legislation to enhance its' acceptability to appropriate legislative committees. o Provides guidance and direction to agency staff on the preparation of legislative proposals that are being developed for inclusion in the Division's legislative package. o Works closely with the agency leadership in the development and implementation of the Division's legislative goals and priorities. Assists in the program review of any legislation proposed by individual legislators and special interest groups. o Performs research activities to identify the impact of proposed legislation. o Assists in the preparation of the Division's position on proposed legislation. o Performs liaison activities between the Division and legislators/special interest groups to optimize the administrative viability of draft legislation. o Negotiates policy changes in legislation with Division staff, legislators, and interested parties, when appropriate, to ensure passage of legislation. o Based on knowledge of the various legislators, determines what their response may be on issues important to the Division which arise during the legislative process so that staff can develop approaches that can be used to address these issues. o Develops detailed recommendations on the position that the agency should take on bills regarding or affecting this agency that are pending the Governor's signature. As directed, performs fact gathering activities and drafts impact statements of proposed legislation requested by legislative fiscal committees and special interest groups. o Prepares responses to requests for clarifying information to reflect current Division policy. o Coordinates the preparation of, and in sensitive cases, personally prepares responses to information requests received from legislators, members of Congress, and their staff on issues of importance to the Division. o Ensures that members of the legislature and other agencies are provided information on a timely basis. Assists in the administration of a bill tracking system. o Prepares reports on the status of pending legislation for dissemination to appropriate Division officials. o Maintains a record of pertinent legislation sponsored by individual legislators as well as legislators' voting records on pertinent legislation, to assist in the identification of appropriate sponsors of legislation proposed by the Division. Assists in coordinating Division operations with legislators and their staff. o Schedules briefings on major issues effecting the Division. o Coordinates site visits to programs administered or operated by the Division. o Works with program staff on meeting requirements for mandated reports to the legislature. o Reviews all legislative agendas and calendars and distributes information to appropriate staff. o Works directly with the legislators by scheduling appearances before the legislative committees and meetings with the legislature. o Works with State agencies and other entities to enhance the availability and viability of local armories. Interfaces with the States' representatives in the nation's Capitol for the purpose of exchanging information and soliciting support for the Division's programs and initiatives. o Maintains direct link between the Office of the Adjutant General and the Office of Policy and Liaison at the National Guard Bureau. Provides management and oversight to program and subordinate staff. o Provides guidance, leadership and supervision for various agency programs including the:
? New York State Military Museum and Veterans Research Center, ? Military History Program, the Veterans Oral History Program, ? guard HELP Program, ? NYS Awards Program and ? New York State Military Honor Guard Program KNOWLEDGE, SKILLS, AND ABILITIES o Effective oral and written communication skills. o Good knowledge of the legislative process. o Good knowledge of organizational principles. o Working knowledge of the agency's formal and informal organization and lines of communication along with relationships among its' organizational principles. o Good knowledge of laws, rules, and policies governing the legislative process. o Ability to prepare detailed and complex correspondence for the purpose of explaining and supporting the agency's programs. o Ability to analyze information gathered for the purpose of developing recommendations and/or making decisions. o Ability to read and write in English. o Demonstrate reliability and trustworthiness.

Salary Range:
From $105500 to $112000 Annually
Minimum Qualification
This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service. Bachelor's degree from a regionally accredited college or university. AND Ten years of progressively responsible experience in the conduct of administrative and research activities supportive of governmental policies or operating practices. Experience must have included substantial interaction with governmental agencies and legislative bodies and demonstrated knowledge of key decision making points in the legislative and budgetary process. AND Must be proficient in Microsoft Office Suite. Must possess a valid driver's license to operate a motor vehicle in the State of New York. Must report any changes to supervisory chain and State Human Resources (MNHS). May be required to acquire and maintain a military driver's license to operate military vehicles and equipment in accordance with NGB standards to include medical evaluation requirements - current and as amended. Required to have or successfully complete within 90 days of receiving computer access, all training associated with assigned data systems such as SFS, GFEBS and the Statewide Learning Management System (SLMS) and/or other computer training as related to duty assignments. Should related regulations, procedures and requirements change, additional training and/or certifications may be required. In accordance with NGB standards, will be required to obtain and maintain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas to determine suitability, loyalty, and trustworthiness. Minimally a National Agency Check with Inquiry (NACI) will be completed - dependent on current regulation, a SECRET clearance may be required. Military experience, or other education and/or work experience may be considered, however, candidate must demonstrate direct relevance to the job duties and abilities noted above and combine to total years of credits and experience. At all times, the employee MUST maintain minimum standards in accordance with current, and as amended, agency, statutory and NGB requirements and directives; failure to do so will subject the individual to disciplinary action, including possible termination. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
