Installations Emergency Management Program Coordinator

This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service. Under the management of the J3 Directorate, the Installations Emergency Management Program Coordinator (IEMPC) has the overall responsibility for the synchronization and integration of Installation Emergency Management (IEM) requirements into state/territory/district Army National Guard (ARNG) operations, in accordance with AR 525-27, Department of the Army pamphlet (DA PAM) 525-27, DA Emergency Management policy/guidance, and ARNG policy/guidance - current and as amended. Duties are accomplished in accordance with applicable procedures, rules, regulations, and law; and in accordance with National Guard Bureau (NGB) requirements specifically requirements of the Master Cooperative Agreement between NGB and DMNA; and where applicable, agency and labor contract policies and procedures - current and as amended. Responsibilities may include but are not limited to the following:
o Coordinate with local, State, tribal, Federal agency and Military law enforcement, emergency managers/officials to ensure IEM plans are mutually supporting and properly integrated. o Assist subordinate installations/facilities Officer-In-Charge-and-Control (OIC&C/AOIC&C) to develop risk and vulnerability assessments as it relates to specific hazards within respective installations/facilities. o Review state IEM assessments, conduct assistance visits to subordinate installations and assist with corrective actions identified during assessment. o Assist in the preparation and maintenance of contingency plans for the mediation, mitigation, alert, and response, recovery, of all hazards/threats or events on or impacting New York ARNG (NYARNG) installations/facilities. o Assist in the development and coordination of Memorandum of Agreements and Memorandum of Understanding between Federal, State, local, tribal law enforcement and emergency services to support NYARNG installations/facilities. o Establish a working relationship with NYARNG Family Readiness Group (NYARNG FRG) o Assist in conducting quarterly IEM reporting requirements for subordinate installations, facilities and sites. o Assist in conducting annual IEM program reviews and evaluations of subordinate IEM programs. o Assist the Management Decision Evaluation Package Visibility Installation Protection Program (MDEP VIPP) fund manager to ensure IEM funding requirements are identified prior to and during the Program Objective Memorandum (POM) cycle. o Manage/assist, as applicable, NYARNG Installation Status Report (NYARNG ISR) service 604 entries to ensure the agency properly identifies levels of readiness. o Assist in the maintenance of State IEM program products on the ARNG Guard Knowledge Online (GKO) portal. o Provide subject matter expertise to agency and unit Commanders upon request. o Ability to supervise subordinate staff. o Will complete and attend training. o Will require periodic travel. o May require additional hours and schedule adjustments; at times with limited notification. o Perform other duties as assigned.

Salary Range:
From $61423 to $63000 Annually
Minimum Qualification

Bachelor's Degree from a regionally accredited college or university, plus two (2) years of experience in Business Administration, Public Administration, Industrial Safety, Law Enforcement, or related field. OR Associate's Degree from a regionally accredited college or university, plus four (4) years of experience in Business Administration, Public Administration, Industrial Safety, Law Enforcement, or related field. OR Six (6) years' experience in Business Administration, Public Administration, Industrial Safety, Law Enforcement, or related fields. At least two (2) years of the qualifying experience must have been at the supervisory level. AND Must have and maintain a valid driver's license to operate a motor vehicle in the State of New York. May be required to utilize vehicles for site visits and other travel. Must report any changes in driver's license status to supervisory chain of command. Must be able to read and write in English. Must be proficient in and able to independently use Microsoft Office Suite software; more specifically Word, Excel and PowerPoint. Required to have or successfully complete within 90 days of receiving computer access, all training associated with assigned data systems such as SFS, GFEBS and SLMS as related to duty assignments. PREFERRRED SKILLS o Certificate of completion, Federal Emergency Management Agency (FEMA) Professional Development Series for Emergency Management. o Familiar with the ARNG-ODP Emergency Management requirements and systems. o Knowledge of all applicable NYNG agency rules and regulation pertaining to Protection. Experience providing extensive support to ARNG-ODP Emergency Management Branch. In accordance with NGB standards, will be required to obtain and maintain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas to determine suitability, loyalty, and trustworthiness. Minimally a National Agency Check with Inquiry (NACI) will be completed - dependent on current regulation, a SECRET clearance is required. Preferably at least one year of supervisory or leadership experience. Other combinations of education and work experience, including military, may be considered, however, candidate must demonstrate direct relevance to the job duties and abilities noted above and combine to at least six (6) years of credits and experience with at least two (2) years of the qualifying experience at a supervisory level. At all times, the employee MUST maintain minimum standards in accordance with current agency requirements and directives noted above; failure to do so will subject the individual to disciplinary action, including possible termination. Should related regulations, procedures and requirements change, additional training and/or certifications may be required. NOTE:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
